FAQ
Straight answers.
Where something is still open, we say so. Answers marked Under review depend on feasibility or legal work.
What is HAVEN?
A proposed crowdfunded, member-governed and self-sufficient community in Romania. It combines a permanently habitable surface settlement with a professionally engineered underground refuge, to provide long-term resilience in extreme crises. It is in the concept and feasibility stage.
Where will it be built?
In Romania. The site search focuses on rural land in the west and centre-west of the country. No specific region or property has been selected yet; each candidate site will be assessed for water, soil, geology, seismic conditions, flood and landslide exposure, access and legal feasibility. See Location.
Can families from outside Romania join? Under review
That is the intention. Romanian and international families are welcome to register interest. Residency and property rules differ for Romanian, EU and non-EU citizens, so the legal structure will be designed with Romanian counsel to work for all members.
How many people can live there?
The initial plan is for 50 residents, adults and children, with potential expansion to 100–150 in later phases. Final capacity depends on the site and the engineering studies.
How much does membership cost? Under review
There is no membership price yet. Dividing the €25M planning scenario equally across 50 residents gives about €500,000 per person, and the wider €15M–€35M range gives €300,000–€700,000. These are illustrative cost-sharing figures, not fees. Real terms will only follow validated costs and legal structuring.
Do I need a particular profession to join?
No. HAVEN has provisional targets for 32 adult roles across nine disciplines, but these guide the overall balance of the community. They are not admission requirements. Adaptable people who are willing to learn are just as important. See Community & Skills.
What is a Professional Founding Member? Under review
A proposed category for specialists whose skills are essential, such as doctors, engineers or agronomists, who may not be able to fund a full place. HAVEN intends to explore reduced contributions, sponsored places and documented professional roles. None of this is available yet, and no financial benefit is guaranteed. Professional members would have exactly the same single vote as every other adult.
Can families with children join?
Yes. HAVEN is designed for families. Children count toward residential capacity and have a place in the refuge, and they receive a vote when they turn 18.
Does every adult receive a separate vote?
Yes. Every registered adult member aged 18 or older has exactly one vote. Votes belong to individuals, not households, so a couple has two votes.
Do wealthier members receive more voting power?
No. The size of a financial contribution never increases voting power.
Can HAVEN operate indefinitely?
The above-ground objective is multi-year operational independence, gradually reducing reliance on outside resources. Whether and how far that can be achieved will be tested in feasibility. HAVEN does not claim indefinite independence.
How long could residents remain underground? Under review
The initial engineering target is up to 12 months without surface visits, with up to 24 months of stored food. These are targets for feasibility testing, not guaranteed capabilities. Indefinite sealed survival underground is not claimed.
Who owns the land and facilities? Under review
The proposal is a member-controlled organization that owns the land and shared facilities on behalf of its members. The exact legal form under Romanian law is still to be decided with legal advisers.
What happens if the project fails to secure funding?
HAVEN moves forward in phases, each with a go / no-go decision. If a phase cannot be funded, the project pauses or stops at that point rather than committing to construction it cannot finish. How any money held at that stage is protected and returned will be defined in the legal agreements before any is accepted.
When will construction begin? Under review
Not before feasibility studies, formal membership and a secured property: phases 2 to 4 of the roadmap. We will publish dates only once they are realistic.
Can people support the project without becoming residents?
Yes. You can follow and support HAVEN as an interested supporter, a future donor or a technical partner. Supporting the project does not by itself give residence or voting rights.
Are financial contributions being accepted yet?
No. HAVEN is not accepting donations, investments, deposits or reservations. Registering interest is free and creates no financial commitment.
Who is behind HAVEN?
[Founding team and advisors to be added.] We will publish the people responsible for each phase and any independent advisors as they join. We will never list partners who have not agreed to be named.
What happens to my data?
