HAVEN is envisioned as a democratically governed community, not a development controlled by whoever contributes the most money. Equality, accountability and transparency are built into how decisions are made.

Voting principles
Every registered adult member aged 18 or older has exactly one vote.
Voting rights belong to individuals. Voting is never calculated by household.
The size of a financial contribution never increases voting power.
Couples are two individuals, with two votes. A household with three adults has three votes.
Children count toward residential capacity and become eligible to vote at 18, subject to the final legal membership framework.
Sponsored or subsidized professional members have exactly the same vote as everyone else.
Professional expertise never adds voting power.
A donation alone does not create resident membership or voting rights.
Decided democratically
Electing and removing community representatives
Significant budgets and spending priorities
Changes to community rules
Major construction and expansions
Resource-management policies
Admission and membership policies
Long-term strategic direction
Member-controlled ownership
Land and facilities are intended to be held by an organization controlled by its members. The legal form under Romanian law is still to be decided.
Money never buys power
Larger contributions do not buy additional votes, seats or control over community decisions.
No promised returns
HAVEN is designed as a home and a shared resilience asset. It is not a financial product.
Protected funds
Member capital is intended to be held securely and released only against independently verified milestones.
Open books
Regular financial reporting and independent audits, available to every member.
Fair exit
Clear, pre-agreed rules for members who leave, designed to keep the community stable and prevent speculation.
All proposed voting rights and governance rules are subject to a legally enforceable constitution, or equivalent member agreements, under Romanian law.
